Rule Changes from October 1: The month of September is just about to end, and October is about to begin. Several major changes are also set to take effect from October 1, 2025. Today, we are going to inform you about them through this news.
A major change will occur in the National Pension System (NPS) from October 1, 2025. Non-government sector subscribers will be allowed to invest up to 100% in equities under the Multiple Scheme Framework (MSF). This means that from October 1, non-government NPS subscribers will be able to invest their entire pension amount in stock market-linked schemes. Previously, the equity investment limit was 75%. Similarly, private sector employees will be charged a fee of ₹18 for the e-PRAN kit and ₹40 for the physical PRAN card for opening a PRAN (Permanent Retirement Account Number), similar to the government sector. An annual maintenance charge of ₹100 per account will be charged. For Atal Pension Yojana (APY) and NPS Lite subscribers, the PRAN opening and maintenance charges will be ₹15, while there will be no transaction fees.
Another major change, effective October 1, 2025, relates to railways. Under this, only those with Aadhaar verification will be able to book tickets during the first 15 minutes of reservation opening. However, there will be no change in the time or process for those booking tickets from computerized PRS counters. Furthermore, authorized railway agents will not be able to book tickets for the first 10 minutes of reservation opening. These changes are intended to prevent fraudulent transactions and ensure that benefits reach the rightful users.
To crack down on the online gaming industry, the government has approved the Online Gaming Bill 2025, which will come into effect on October 1st. Its purpose is to prevent addiction and financial losses from real-money gaming and promote e-sports. Violators face up to three years in prison and a fine of ₹1 crore, while promoters face a two-year sentence and a fine of up to ₹50 lakh.
A major change in LPG cylinder prices is set to take place from October 1st. This change will directly impact kitchen budgets. Previously, oil marketing companies revised the prices of 19-kilogram gas cylinders, while the prices of 14-kilogram domestic LPG cylinders remained unchanged. These were last revised on April 8, 2025, in Delhi-Mumbai, Kolkata-Chennai, and other cities. Furthermore, ATF, CNG, and PNG prices may also change.
Major changes to the Unified Payments Interface (UPI) will take effect on October 1st. These new changes being implemented by NPCI will impact PhonePe, Google Pay, and Paytm users. NPCI may remove peer-to-peer (P2P) transactions, one of the most widely used UPI features. To strengthen user security and prevent financial fraud, this feature will be removed from UPI apps from October 1st, 2025, according to a circular dated July 29th.
